Mr Andrew YAP, Director Land Transport Authority, Singapore

AndrewYap

1. Andrew graduated in Civil Engineering from Melbourne University in 1977 . He commenced his career in civil engineering in Australia with the design and supervision of infrastructural works supporting coal, lead and zinc mines and petrochemical complexes. Upon his return to Singapore in 1983 , he joined Gammon Pte Ltd as a Project Manager overseeing piling and substructure works.

2. In 1984, Andrew was recruited as an Asst. Resident Engineer with the previous MRTC and was engaged in the construction of Ang Mo Kio, Yio Chu Kang, Chinese Garden, Lakeside and Boon Lay MRT Stations and 12km associated elevated viaducts between 1984 and 1991.

3. As a Design Co-ordinator for the S$1200 million Woodlands MRT Line which commenced in 1991, he managed the Consultancy Contract comprising the design of 16 km of elevated viaduct and a 600 metre long cut-and-cover tunnel, 6 stations and expansions/modifications to existing Bishan and Ulu Pandan depots. The design of the viaducts incorporated post-tensioned reinforced concrete box girders and the tunnels include in-situ reinforced concrete twin-celled boxes. The design also includes trackwork, station building services and an underground bus interchange below Woodlands MRT Station.

As the Woodlands alignment had to traverse relatively undeveloped land, intensive coordination and engagement with all the relevant agencies was required in terms of the planning and integration of the MRT Line with the development plans for public housing, roads and other infrastructure. Despite these major challenges, the MRT project was successfully completed on time in February 1996.

4. Andrew managed the Civil/Architectural works for the S$360 Million Design and Build Bukit Panjang LRT (BPLRT) System comprising 8 km of elevated viaduct, 13 stations and a Depot integrated with a commercial development with provisions for 2 future 14-storey residential blocks (construction of these residential apartments has since commenced). The major challenges include completing the civil and architectural works for viaduct/Depot & stations in 30 months within a densely built-up township which has not previously allowed for a transit corridor whilst successfully avoiding diversion of numerous major utilities.

5. Following the completion of BPLRT System, Andrew concurrently directed and managed two Design and Build Light Rapid Transit (LRT) Projects with a contract value of S$656 Million. The Sengkang and Punggol LRT projects comprised 21 km of elevated viaducts, 29 stations and a common Depot. The system is a fully automated driverless system with a total fleet of 41 vehicles. The LRT systems are fully integrated with the North East Line (NEL) with 3 km of the viaduct directly supported on the underground tunnel, 2 LRT stations vertically integrated with the NEL stations below and the LRT Depot located above the NEL Depot. He played a key role in managing all the contracts for both Civil/E&M works and numerous challenges encountered in the Rolling Stock, Signalling and Communication Systems and the Testing/Commissioning of the systems besides the civil/architectural works. The Sengkang and Punggol LRT Systems were completed in August 2002 and August 2004 respectively and have operated successfully. When the Sengkang and Punggol new towns are fully developed in Year X, approximately 170,000 dwelling units are expected to be constructed.

6. In 2005, Andrew assumed the post of Project Director of Boon Lay MRT Extension which encompasses the design and construction of 4 km of viaducts, 2 stations, Trackwork and associated E&M subsystems. This project is necessitated by the need to reduce the existing peak hour commuter crowd at Boon Lay bus interchange and the traffic congestion of the roads around the interchange and to meet the needs of higher future travel demand arising from the expected increase in industrial and residential developments in the Jurong Region. The Boon Lay Extension was successfully completed ahead of schedule in Jan 2009 and caters to a daily ridership of about 70,000.

7. He assumed the post of Director (Existing Line/BLE) in 2008 and assume the roles of Project Director (Jurong East Modification Project, or JEMP) and Project Director (BLE) and Director (Existing Line). As Director (EXL), he also oversees the Half-Height Platform Screen Doors (HHPSD) Project and Station Upgrade Projects. To-date, the all HHPSDs at 36 elevated MRT Stations have been completed and the station upgrade works are substantially completed at 22 existing stations. The HHPSD works require intensive installation works to be executed within the engineering hours in an operating railway. The JEMP Project is a most challenging project that involved the installation of 3 new Turnouts at Jurong East location in the very busy Compass Line. This works require the shutdown of sections of the operating railway over 2 weekends and the provisions for alternative bus shuttle services for about 200,000 commuters. The JEMP Project has commenced Revenue Service in May 2011, a year ahead of the original schedule and has enhanced the system capacity by 15% and improves the headway to 2 minutes. In addition, the JEMP Project was awarded the MOT Excellence Award.

8. In April 2011, Andrew was appointed Director (Tuas West Extension or TWE) and concurrently holds the Director (EXL) appointment. The TWE is an extension of the East-West Line from existing Joo Koon MRT Station, consisting of a 7.5km twin-tracked viaduct, 4 above-ground stations and a 26 Hectare Depot. The MRT viaduct is also integrated with the construction of part of a 4.8km road viaduct along Pioneer Road. The 4 stations will serve 100,000 commuters daily when fully operational in 2016. The entire project is expected to cost $3.5 billion. To-date all major Civil and E&M contracts have been substantially completed. The construction of the Depot, railway viaducts and station civil works is substantially completed. The road viaduct segment launching has been completed and finishing works expected to be completed by End 2016.

9. Andrew was awarded the LTA Merit Performance Award in 2009 and the LTA Outstanding Performance Award in 2011. In addition, Andrew attended the NUS-Stanford University Executive Management Programme in 2009. ×
